Approval of minutes – May 9, 2011
meeting.

A motion to approve the minutes as provided
made by Amy Colony, the motion was seconded by Kitty Callen, approved 4 in
favor, none opposed and 3 abstaining.

3.
Public Comment (limited to 3 minutes
per speaker) & Council District 3 Report:
There
was no public comment.

 Anthony Bernal gave an update on activities
within the City and passed out the current District 3 newsletter and the next
neighborhood meeting that Councilman Gloria will have on the Saturday, June 25
from 10 to 11:30 am, at the new Bodhi Veterinary Clinic and Animal Hospital
at 2200 University Avenue.

  1. 4.
    Report on Operational and maintenance
    issues.  
    There was vandalism
    to several trees on University
    Avenue east of 32nd Street and just east of Ohio Street. Trees
    will need to be replaced.

5.
Discussion regarding improperly
installed tree/Bike Corrals/Urban Body Gym.
 As a follow up to discussions the last few
months regarding improperly installed tree grates that damaged or killed
several street trees, staff noted that the trees are in the process of being
replaced. Staff has also been in discussion with Engineering staff regarding
the maintenance of bike corrals and issues are in the process of being resolved
so that possible installation of bike corrals many proceed.

6.
Update on Georgia Street
Bridge.
Anthony Bernal
reported that the project to repair and restore the Georgia Street
Bridge is on hold pending
ongoing review of the project by CalTrans. Assemblywoman Atkins office will be
contacted to see if any progress can be made in getting CalTrans to finish
their review.

 7.
Update/discussion for reballoting for
North Park Business Improvement District Overlay Zone also known as the Clean
and Safe Overlay zone.
 Ballots have been mailed out and there is a
45 day period for property owners to return the ballots. The ballots will be
counted on July 12th and the results reported to the City Council at
their regularly scheduled meeting that day.

8.
Switzer
Canyon

landscape proposal.

There was a discussion of the proposal to landscape the area along 30th Street
where it crosses Switzer
Canyon. There are several
problems in the proposal to plant trees along that part of 30th Street. On the west side,
there is a very large conduit (up to 3 foot wide) of electrical transmission
lines along the street put in when the 30th Street high voltage
transmission lines were undergrounded several years ago that many preclude
being able to plant trees on the west side. On the east side there is not
sufficient space between the guard rail and the curb to do cut outs for trees
without interfering with ADA
requirements for sidewalk width. On each side there is limited availability to
plant trees down the slope because some of the slope is considered open space.
Roger Lewis, an area resident, spoke regarding the history of the original Switzer Canyon project which called for an
extensive project that would also contribute to traffic calming.

9.
MAD Agendas/Minutes/Website posting
changes.

Carl Moczydlowsky reported that the new website (npmad.org) is almost completed
and will enable the agendas, minutes and additional information to be posted.

10.
Discussion of Story Boards. No new information
to report.

11.
Discussion of New Trashcans. No new information
to report.

12.
Discussion of “dark” in July. Based upon schedule
of activities, it was decided that it would be better to skip July’s meeting
and hold the next meeting in August when the results of the North Park Clean
and Safe balloting will be known. Motion made by Dennis Bryne to skip July,
seconded by Kitty Callen and approved unanimously.

13.
New Business. Steve Hon asked for
an update at a future meeting on the status of the installation of the
remaining street lights.

14.
 Adjournment.
The
meeting was adjourned at 6:38 pm on a motion by Karen Gross, seconded by Amy
Colony and approved unanimously.

  1. 2.    Approval of minutes – March 14, 2011 meeting.

A motion to approve the minutes as provided made by Dennis Bryne, the motion was seconded by Amy Colony, approved with unanimously (Steve, Rob, David & Lucky) Dennis and Amy abstaining and Carl and Kitty not yet present.

  1. 3.    Public Comment (limited to 3 minutes per speaker) & Council District 3 Report: Robin Taylor from the Burlingame neighborhood gave an update on a plan to plant trees along the Switzer Canyon embankment that crosses 30th street. Robin and others have met with City staff regarding the project. This was informational only; they plan to return to the MAD with a specific proposal in the future.

Anthony Bernal gave an update on activities within the City and passed out the current District 3 newsletter and the next neighborhood meeting that Councilman Gloria will have on the next Saturday at the Lestat’s Coffee shop on Park Blvd.

  1. 4.    Election of Officers for the next year – Action Item.  The proposed slate of officers for the next year (Rob Steppke, Chair; Carl Moczydlowsky, Vice-Chair, and Steve Hon, Secretary) was submitted. David Cohen moved that the slate be adopted, Kitty Callen seconded the motion and the motion was approved unanimously.
  1. 5.    Report on Operational and maintenance issues.
  1. Discussion regarding improperly installed tree grates. As a follow up to the discussion last month of the improperly installed tree grates that damaged or killed several street trees, Beethoven noted that the trees have been replaced.
  2. Other items.  Beethoven mentioned that a Jacaranda tree in the median on El Cajon Boulevard was damaged by a passing high profile vehicle seriously enough that it was destroyed and will have to be replaced. No identification of the vehicle that caused the damage has been made yet.
  1. 6.    Update/discussion for reballoting for North Park Business Improvement District Overlay Zone also known as the Clean and Safe Overlay zone.  Steve Russell and Amy Colony gave an update on the project and provided an update map and summary of proposed services in the overlay zone. The Assessment Engineers report is in the process of being completed. Additional outreach to residential and business owners will be conducted prior to the balloting process.
  1. 7.    North Park Main Street report on Bike Corrals and additional bike racks – Action Item.  Amy Colony explained that North Park Main Street has $40,000 in City Community Development Block Grant (CDBG) funds awarded for additional bike racks and bike corrals in the North Park area. The funds need to be spent by the end of December 2011. Amy explained what Bike Corrals are and presented examples from other cities where they have been used. There are no Bike Corrals currently within San Diego. The cost of a bike corral is approximately $2,500 apiece and Main Street was thinking about using the CDBG funds to install at least two in North Park if they can identify appropriate locations and the owner of the affected business is in agreement. While Streets Division will install and replace damaged corrals, they do not do maintenance which is why the concept is being brought before the MAD.  All of the currently proposed locations are located within areas where the MAD already provides additional street cleaning services. After much discussion, Beethoven estimated the additional cost of maintenance would be minimal. After additional discussion on how to proceed with a motion to support maintenance for Bike Corrals; Carl Moczydlowsky made a motion The North Park MAD agree to provide maintenance for up to eight (8) bike corrals and authorize the MAD to enter into a maintenance agreement with Streets Division. David Cohen seconded and the motion passed unanimously.
  1. 8.    Discussion of Story Boards update. Beethoven reported that the contractor who repaired the tiles on University Avenue has submitted a quote of $6,000 to repaint and reseal the story boards in the sidewalk along University Avenue. As part of the price quote, the contractor would reseal the storyboards again next year. After some discussion of the quality of work done by the contractor on the tile replacement the item was deferred to a future meeting.
  1. 9.    Trashcans. There was some discussion of potential additional sites for more trashcans such as 29th Street and North Park Way and Granada and University Avenue. No action was taken.

10. New Business. There was no new business. At a future meeting, the proposed Switzer Canyon tree planning project will be discussed.

A motion to approve the minutes as provided made by David Cohen, the motion was seconded by Lucky Morrison, approved with unanimously with Liz Studebaker abstaining.

  1. 3.    Public Comment (limited to 3 minutes per speaker) & Council District 3 Report: There was no public comment. After Agenda item 4, Anthony Bernal gave an update on activities within the City and passed out the current District 3 newsletter and gave an update on City plans to slurry seal 95 miles of City streets and install 800 more pedestrian ramps on street corners in the next 9 months.
  1. 4.    Update and discussion of schedule/prioritization of tree trimming proposal and inventory – information/action.

Corey Peterson introduced Mike Palat from West Coast Arborists, the contractor who conducted an inventory of all street trees in the public right of way in North Park. The inventory was approved at the January 2011 MAD meeting at a cost of $3,000.The original estimate was based upon the belief that there would be approximately 1,500 trees in the public right of way. The inventory database was conducted over a two week period ending in early March 2011 and contains 10,326 entries including 7,000 street trees and over 3,000 spaces (unpaved and sufficient space) where additional trees could be planted. The inventory for trees lists the species, height and diameter of the trunk , a photo, overall condition of the tree and other factors including approximate value and whether there are overhead power/phone lines. The inventory can be linked to Google street view since the database is recorded on a GPS system. The inventory also lists 61 dead trees and 60 tree stumps. Palm trees are the most common tree in North Park and represent about 36% of the total inventory. The estimated total value of the street trees in North Park is $9,356,630 and palm trees represent an estimated value of $3,188,000. The North Park MAD is the first area in the City to have such an inventory completed. The inventory will assist City staff in determining which trees need to be trimmed for public safety issues. 

  1. 5.    Update/discussion for reballoting for North Park Business Improvement District Overlay Zone also known as the Clean and Safe Overlay zone.  Steve Russell and Liz Studebaker gave an update on the project and provided a update map and summary of proposed services in the overlay zone. Another public meeting on residents is scheduled on March 21, 2011 at Queen Bee’s on Ohio Street.
  1. 6.    Nomination Slate for April 2011 Officer Election.

The following slate of officers for the next year has been submitted.

It was moved by Kitty Callen and seconded by Lucky Morrison to adopt this slate of officers to be voted on at the April meeting. The motion was approved unanimously.

  1. 7.    Report on Operational and maintenance issues.
  1. Discussion regarding improperly installed tree grates. The contractor’s crew  hired to install new tree grates at several locations along University Avenue did not follow accepted procedures for installing grates around existing trees and damaged beyond repair at least 5 trees that will have to be replaced. The total value of the trees is over $11,000 and the contractor has agreed to pay the City for the cost of replacing the trees due to the damage by his crews.
  2. Discussion of cleaning schedule.  There was a discussion of the cleaning schedule and which vendor is responsible for which area and how to provide input to City staff when it is observed that the contractors are not doing an acceptable job in performing work in certain areas.
  3. Other items.  Cory mentioned that they have had some preliminary discussions with residents from Burlingame on another landscaping proposal for the Switzer Canyon Bridge. Cory also mentioned that they had a proposal from the tile contractor for cleaning, sealing and staining the story boards along University Avenue. The approximated cost would be $5,000.
  1. 8.    Discussion on new proposed trash can locations and replacement of relocated trashcan on southeast corner of University and 30th Street. No trash problems have resulted from the moving of the trash can from in front of Heaven Sent Desserts from the area by the street furniture to the 30th Street side of the corner.
  1. 9.    New Business. There was no new business. Discussion of the status of maintenance of  the Georgia Street Bridge will be an agenda item at the April meeting.

  1. 4.    Report on Operational and maintenance issues. One tree along El Cajon Boulevard had to be replaced after being hit by a car. Tiles along University Avenue are being replaced since the City now has replacement tiles available.
  1. 5.    Discussion of schedule and prioritization of tree trimming. Cory Peterson provided a draft 3 year plan for tree trimming in the MAD for those trees that are not regularly maintained by the MAD but are in the public right of way, generally in medians, that need trimming for public safety issues. Primarily the trimming focuses on palm trees and jacaranda trees (along the El Cajon Boulevard landscaped median). The City’s vendor, West Coast Arborist Company, is also proposing to map every street tree in the North Park MAD for a price of $3,000. The cost would include a mapping layer to add to the GIS maps of the North Park MAD. A representative (Mike Palat) of West Coast Arborist will be available to come to the March 2011 MAD meeting to discuss the tree mapping. Cory explained the schedule of trimming by area over the next three years. The MAD committee members discussed all aspects of the tree trimming proposal. It was moved by Lucky Morrison to accept the tree trimming proposal and seconded by Dennis Byrne. The motion was approved unanimously.
  1. 6.    Update/discussion for reballoting for North Park Business Improvement District Overlay Zone. No additional information available at this time.
  1. 7.    Discussion of cleaning schedule.  City staff presented a map showing the street cleaning and sidewalk cleaning schedule by vendor. There was no action taken.
  1. 8.    Discussion on new proposed trash can locations and replacement of relocated trashcan on southeast corner of University and 30th Street. This item was continued until the next meeting.
  1. 9.    New Business. The February MAD meeting falls on Valentines Day and since the MAD does not have any pressing action items for February, it was decided and voted by acclamation to not have a meeting in February 2011. The next meeting will be March 14, 2011.

  1. 2.    Approval of minutes – November 8, 2010 meeting.

Donna Posin noted some changes that should be made to the November minutes. With those changes incorporated, Motion to approve the minutes made by Lucky Morrison, Seconded by Amy Colony, approved with unanimously (excepting Karen Gross who arrived after this item and Gary Weber & David Cohen who did not attend November’s meeting).

  1. Public Comment (limited to 3 minutes per speaker) & Council District 3 Report: Anthony Bernal gave an update on activities within the City and passed out the current District 3 newsletter. Three representatives representing people interested in having the playground at McKinley Elementary made into a joint-use (School District-Parks and Recreation) park spoke regarding the need for on-going maintenance funding. Andy Field explained that MAD funds cannot be used for such maintenance but offered to meet with the group. Don Leichling commented on the noise issue in Parks and the noise level at a recent event in the parking lot behind the North Park Theatre.
  1. 4.    Report on Operational and maintenance issues                     City Staff
    1. A.    Streetscape issues and maintenance update. The trash can in front of Heaven Sent Desserts on University Avenue has been moved to a location on 30th Street nearby.

Note: the original agenda called for the discussion of the FY 11-12 MAD budget to be item # 5 followed by the Presentation on the proposed MAD overlay zone re-balloting item for the Commercial area along University & 30th Street. It was decided by the Advisory Committee to switch the order.

  1. 5.    Presentation of North Park Main Street proposal for establishment of a commercial MAD district and prorated disbursement of MAD re-ballot funds. – Steve Russell/Liz Studebaker- information/action. Liz Studebaker from North Park Main Street, joined by Main Street’s consultant, Steve Russell later in the presentation, gave an overview of the proposal/plan to do a re-ballot for a MAD overlay zone in the area in and around the area along the University and 30th Street commercial corridors. They shared results of an ongoing survey of businesses and residents in the affected area and the feedback from a recent public meeting. There was considerable discussion by members of the committee and the public on how the proposed overlay zone would function and interact with the rest of the MAD. Main Street is requesting the MAD pay $10,000 toward the cost of reballoting plus a loan of up to $10,000 for other costs associated with the effort. Gary Weber made a motion that the MAD authorize the expenditure of the $10,000 plus the loan of up to $10,000 (forgivable if the re-ballot fails).The motion was seconded by David Cohen. The motion passed 5 (Gary Weber, Steve Hon, David Cohen, Donna Posin, Karen Gross) to 3 (Lucky Morrison, Rob Steppke, Kitty Callen) with one abstention (Amy Colony).
  1. 6.    Presentation and Discussion of proposed fiscal year 2012 MAD budget.  Andy Field.  Information/action. Andy Field presented the proposed budget for FY 2011-12 and explained expected expenditures for the current fiscal year. There are no major changes to the budget. Gary Weber moved that the budget be approved. Seconded by David Cohen. Approved unanimously.
  1. 7.    New Business. There was none.

Anthony Bernal gave an update on activities within the City such as the election results including the defeat of Proposition D and the impact on the City Budget and passed out the current District 3 newsletter.
  1. 4.    Report on Operational and maintenance issues                     City Staff
    1. A.    Streetscape issues and maintenance update. Two trees on Ohio Street just north of University Avenue were vandalized and destroyed. They will be replaced. The owner of the Lucky Restaurant on Grim and North Park Way took it upon himself to trim a street tree in front of the establishment. He cut the tree back severely but it is coming back. Beethoven had a discussion with him. 
  1. 5.    Discussion of Tree Trimming Criteria.   There was a discussion on the tree trimming criteria to be used for determining which street trees, apart from those normally maintained by the MAD, shall be trimmed and how often. Last year in response to the City dropping all tree trimming, except when there is a clear safety issue, the MAD allocated funds to conduct tree trimming. Additional MAD funds were allocated this year. City staff provided a list of such trees trimmed by the MAD and a map showed the location of those trees. There was discussion on what criteria should be used to trim trees. Steve Hon made a motion that the NP MAD, subject to the availability of funding, shall support trimming trees on a rotational basis, not to exceed the former City schedule for trimming of such trees. Exceptions to the rotational schedule can be made in the event of a public safety issue. Donna Posin seconded the motion and it was approved unanimously. 
  1. 6.    Street light installation. Carson Smith and Fernando Lasaga provided an update regarding the location of the remaining street lights to be installed by the MAD. The NP PAC still has not yet approved the installation of the double acorn street light project for El Cajon Blvd that would impact one proposed MAD street light at Oregon and El Cajon Blvd it may be more resolved by the November PAC meeting.
  1. 7.    Update re: Installation/Relocation of trash cans: NWC Utah & University; SEC University & 30th. Amy Colony.  Information/action  There was follow up discussion on the proposal to move an existing trashcan from a spot in front of Heaven Sent Dessert on University Avenue westward approximately 20 or 30 feet to a location on 30th Street. After a lengthy discussion, Donna Posin made a motion to move the trash can and it was seconded by Amy Colony. Motion approved unanimously.
  1. 8.    New Business. North Park Main Street presented (Liz Studebaker, Executive Director of NP Main Street, and Steve Russell) on a proposal for a re-balloting for setting up a separate MAD for the area covered by the NP Business Improvement District (BID). They have hired Steve Russell to work with them on the project including a new Assessment Engineers Report (AER). Main Street is requesting the allocation of $10,000 or 20% of existing MAD funds budgeted for re-balloting for the NP MAD. The 20% amount was based upon the % of MAD revenue generated by the properties in the NP BID. Liz handed out a copy of a letter sent on November 5th to Andy Field regarding this matter. Since this was not an action item on the agenda, no action can be taken on the request, but it was decided to have a MAD Community Advisory Committee meeting in December to vote on the issue (normally the MAD does not meet in December.
  1. 9.    Adjournment. The meeting was adjourned at 7:30 pm. There will be a MAD meeting in December on the 13th to discuss the Main Street reballoting request and to review the 2011-12 MAD budget.

The regular meeting of the North Park (NP) Maintenance Assessment District (MAD) Community Advisory Committee was called to order at 6:00 p.m. in at the North Park Adult Activity Center, 2719 Howard Avenue, in San Diego, CA, by Rob Steppke, Chair.

  1. 2.    Approval of minutes – September 11, 2010 meeting.

Motion to approve the minutes made by Lucky Morrison, Seconded by Amy Colony, approved with Karen Gross abstaining.

  1. 3.    Public Comment (limited to 3 minutes per speaker) & Council District 3 Report:

Anthony Bernal gave an update on activities within the City and passed out the current District 3 newsletter. Amy Colony asked that an item on Commercial District MAD be added to the agenda. Lucky Morrison made comments regarding opening of Urban Pizza Restaurant and issues regarding liquor license and use of the parking lot behind the North Park Theatre. He also commented on issues with palm trees at Ray Street and Landis Street.

  1. 4.    Website – Beth Swersie. Beth Swersie introduced herself. She used to maintain a list of community meetings in North Park on the North Park Community Association (NPCA) website. NPCA is no longer providing a calendar of meetings but Beth has developed a new website devoted entirely to a listing of community meetings in North Park. She has added a section on the North Park Maintenance Assessment District and it will include minutes, agendas, and other background information.   1. 5.    Report on Operational and maintenance issues                     City Staff
    1. A.    Streetscape issues and maintenance update. Discussion on this item was devoted to discussion of parameters on MAD funded ancillary tree trimming in the North Park area for trees otherwise not maintained by the MAD. The MAD voted to devote funds for tree trimming for services previously done by the City using General Funds. The City used to trim trees in an area approximately every three years but stopped doing so, with the exception of damaged trees creating a safety hazard last fiscal year. City staff has already been getting requests for tree trimming this year of Queen Palms that the MAD trimmed last year in Burlingame. There was discussion of the policy the MAD should adopt for such tree trimming and this will be brought back to the MAD at the November meeting as an action item.
    2. B.    Status of Street light and traffic signal mast arm painting on University Avenue. All the work has been done on this project per Beethoven.
  1. 6.    Status/discussion of streetlight installation  including update/discussion for proposed El Cajon Double Acorn Streetlights -   Information/action– Andy Field/Carson Smith.  Carson Smith provided a handout showing the location of the remaining street lights to be installed by the MAD. Although the PAC has not yet approved the installation of the double acorn street light project for El Cajon Blvd that would impact one proposed MAD street light at Oregon and El Cajon Blvd it may be more resolved by the November meeting. Carson also provided a list of other locations for installation of another street light should the one on Oregon and El Cajon Blvd be taken off the list of MAD streetlights. No action this month deferred until the November meeting.
  1. 7.    Update re: Installation/Relocation of trash cans: NWC Utah & University; SEC University & 30th. Amy Colony.  Information/action  Christopher Dye from the NP Main Street Design Committee and Amy Colony presented on the proposal to move the trash can on University Avenue in front of Heaven Sent Dessert a few feet to be on the 30th Street side of the intersection. There was a long discussion of the pros and cons of the move and no consensus was reached. The item will be carried over to the November meeting. There was also discussion on the request to add a trash can on the Northwest corner on Utah and University Avenue. There is one on the Northeast corner but it is next to a bus stop. After more discussion, Steve Hon moved that the MAD pay for an additional City standard issue concrete trashcan to be placed on the Northwest corner of Utah and University Avenue. The motion was seconded by Dennis Bryne and without further discussion the motion was approved unanimously.
  1. 8.    New Business. Amy Colony stated that North Park Main Street is starting a preliminary analysis of whether to seek a separate maintenance assessment district for the commercial area along University and 30th Street currently served by the North Park MAD.
